47. The regional councils will be given training and guidance in drafting regional broadband strategies, and information will be efficiently provided on the different broadband connection options and potential, especially to regional councils, municipalities, small and medium-sized businesses and housing companies.

- Meeting at Municipal House on March 4, 2004.

- A ‘Broadband Day’ was held at the Ministry of Transport and Communications in March 2004.

- Drafting of a strategy outline begun on March 15, 2004.

- Regional councils invited to a training session on April 6 and May 18, 2004.

- Training days organized.

- Material ready and sent to persons responsible on May 27 and to the regional council directors on June 2, 2004.

- Information campaign in preparation for the autumn in support of the regional implementation of strategies.

48. A broadband strategy monitoring group drawn from the main ministries involved and other actors will be set up, and it will report to the Government on implementation of the strategy and its recommended measures annually by the end of September. User interest in acquiring broadband will be monitored on a regular basis and the factors affecting this will be analysed.

Coverage and reliability of broadband statistics has been improved due to the use of a new questionnaire form.

A broadband questionnaire survey is carried out 4 times a year. The questionnaire now has new questions on the number of VoIP connections provided by telecommunications companies for household and business customers. In addition, from the autumn onwards, businesses will be asked to estimate what proportion of the broadband connections they provide have a speed of 2 Mbit/s or more.
